Decision on Title VI Complaint of the Milwaukee Zoo Interchange

<p>The Milwaukee Inner-City Congregations Allied for Hope (MICAH)AH)&nbsp;challenged a decision of the Federal Highway Administration (&ldquo;FHWA&rdquo;) and the Wisconsin Department of Transportation (&ldquo;WisDOT&rdquo;) to make improvements to the &ldquo;Zoo Interchange,&rdquo; which is a part of the Interstate Highway System located in the Milwaukee Metropolitan Area. The organization contended that the agencies failed to prepare an adequate environmental impact statement before deciding to proceed with the project, in violation of the National Environmental Policy Act of 1969 (&ldquo;NEPA&rdquo;). Thus, &nbsp;MICAH &nbsp;sought an order prohibiting the agencies from taking further action in connection with the&nbsp;project pending a final decision on the merits of this case. This is the courts decision on the injunction requested by MICAH.</p>
